Farm school inaugurated
ITANAGAR, Apr 30: To educate the farmers about the latest technology of Agri¬-
KVK Programme Coordinator Dr. Taba Heli while highlighting the importance and role of farm school, he urged the farmers to take the farm school as common platform where strategies and issues regarding farming can be discussed and brought into light of different state and central government’s sight.

The farmers expressed their gratitude for opening the Farm School for the sake of farming community. They also said that KVK team is first Govt. organization to approach them to popularize the agri allied activities in the said village.
About 25 farmers, including the rural youth, participated in the program with great enthusiasm.
The event concluded with distribution of farm tools, sprayer machines and seeds among the participating farmers.

Saddened by death of poll officials, NES for peaceful conclusion of election process
ITANAGAR, April 30: Claiming that the just concluded polling was by and large peaceful in the state, Nyishi Elite Society (NES) today appealed to the people of the state in general and the law enforcing authority in particular to bring a peaceful end to the election process on and after the counting day scheduled on May 16.
After reviewing the overall social life and situation during the simultaneous election, NES appreciated the role of the voters and contesting candidates in creating a congenial atmosphere during the election.
“The Chief Electoral Officer and his team of election officials, including security personnel deserve appreciation from all for ‘smooth’ conduct of the election,” said NES said in a release.
NES, however, was saddened by the mysterious death of polling official Methew Dabi and appealed to the authority concerned to speed up the inquiry and ensure foolproof investigations into the death case.
While condemning the brutal assault on DRDA Project Director Kego Jilen in the office complex of East Kameng Deputy Commissioner on April 10, NES said, “Whatever may be the reasons behind the attack taking law into their own hand cannot be justified in a civilized society.”
NES urged the authority to investigate the matter and punish the culprits as per law.

ITANAGAR, April 30: The State Information Commission under the single bench of Information Commissioner Abraham K Techi imposed penalty of Rs. 25,000 on PIO/Executive Engineer of Mechuka division for repeatedly defying the Commission’s order to provide information as sought by an appellant.
Appellant T Vijay Samior sought information regarding construction of road and bridges under Mechuka Division (PW), but the PIO/Executive Engineer has neither provided the information as sought by the appellant nor reported it to the Commission despite he was served several notices through WT messages.
The EE is asked to pay the penalty before May 16. Failure to comply with the order may compel the Commission to initiate action against him under Section 18 and Section 20(2) of RTI Act 2005, according to an Arunachal Pradesh State Information Commission release.

Aggrieved resource teachers appeal for absorption
ITANAGAR, Apr 30: The All Arunachal Pradesh Resource Teachers’ and Volunteer Teachers’ Association (AAPRTVTA) has requested the state Govt particularly State Project Director, SSA Rajya Mission, Itanagar to immediately absorb all the existing Resource Teachers and Volunteer Teachers appointed under the Inclusive Education (IE) scheme of SSA Rajya Mission as Resource Persons under their respective BRCC Heads. The department has issued discontinuation order of the scheme on January 01, 2014.
Referring to various points in support of its demand like experience, training etc., the Association in a memorandum submitted to the SPD, stated that the SSA Rajya Mission should immediately absorb all the existing Resource Teachers and Volunteer Teachers as Resource Person under their respective BRCC Heads as per their performance and experience and extend the services of others.

Strategies chalked out for effective ILP checking
ITANAGAR, April 30: Following the hue and cry raised by the civil societies over the unabated illegal entry of outsiders through the railway service and subsequent demands for strict ILP checking, state Chief Secretary Ramesh Negi today urged both the railway authorities and Govt machinery of the state to make all out efforts to chalk out strategy for effective ILP checking at Railway stations in order to thwart entry of outsiders without proper ILP and to bring awareness on ILP among the railway passengers.
Addressing a high level meeting attended by N D Rao additional divisional railway manager, NFR, IGP (Admn) Arvind Deep, IPR Secretary Dani Salu and other bureaucrats of the state at his conference hall here, the chief secretary called upon all the departments concerned to work in coordination as it is a new concept in the state and a learning experience for everyone. He also directed the Railway Construction wing to take proper steps for construction of boundary wall of the stations or erection of barbed wire, installation of CCTV camera and also to set up a hall for proper checking of ILP. He also asked them to set up notices and hoardings preferably in Assamese on the need of ILP at all railway stations.

Governor call for augmentation of resources in health & edn sectors
ITANAGAR, April 30: The Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma visited Tawang on 29th April. The Governor, who was accompanied by Principal Secretary (Home) Dharmendra Sharma was accorded a traditional reception led by Deputy Commissioner Abhishek Dev and Superintendent of Police Smt Nupur Prasad. Tourism Minister Pema Khandu, MLA was also present to receive the Governor.
Addressing the District Heads of departments (HoDs), the Governor advised them to synergize their resources and efforts. He emphasized on augmentation of resources especially in heath and education sectors, while suggesting availing of assistance from the armed forces.
Emphasizing on harnessing the potential of the youth, the Governor exhorted the District officers to pick up the role of mentors. While appreciating District HoDs and officers who are contributing towards education in the district, he asked them to adopt some meritorious students and ensure that those children receive proper education.
The Governor expressed his concern on thinning out of population in the border areas. The advised the district administration and District HoDs to make the border villages self sustaining and provide basic resources and facilities.
The Governor said that Tawang is one of most important border districts of India and it is very crucial for all. He advised on projecting Tawang, which is blessed with enormous tourism potential and cultural richness as a model place for tourist and pilgrimage at international platform.
For that, Governor said that local population has to be energized and encouraged to partake in the development process. The spirit of ‘Athiti Deva Bhavo’ has to be further strengthened. On the developmental issues, the Governor said road connectivity is vital for the district as well as for tourism and hydropower. He stressed on concerted effort at all levels in removing the impediments such as forest clearance and land acquisitions in the implementation of road projects.
The Governor opined that the people should be encourage partake in the development process and they should be encouraged to facilitating the executing agencies and works departments in implementation of any projects in the district. GWS team visits late Dabi’s family, urges police to speed up investigation
ITANAGAR, April 30: East Siang Deputy Commissioner cum DEO has assured Galo Welfare Society (GWS) to recommend to the state government for providing an appropriate job to the wife of late Mathew Baki Dabi as and when the family members request for the same.
The DC gave this assurance to a delegation of GWS, when the latter met the former yesterday and submitted a representation requesting her to recommend for the same since Dabi was the lone bread winner of the family, according to a GWS release.

Dabi, a junior teacher of Namey village of Nari circle, died near Siine village under Boleng circle while performing election duty at Siine polling station. His body was recovered by police on April 17 after he went missing on the day of polling on April nine.
Suspecting foul play in his death, GWS argued, Dabi’s body was recovered from an inaccessible place after nine days of his missing, and urged the SP, especially the IO to investigate the matter thoroughly. As per the post mortem report two ribs etc. of Dabi were found broken, GWS quoted the SP as saying.
GWS claimed the SP had agreed to intensify police investigation to unearth the mysterious death of Dabi.
The team also met the magistrate in charge of the inquiry on the unnatural death of Dabi and urged for free and fair inquiry and submission of the report to the DEO cum DC and the CEO as soon as possible.
The GWS team also met the East Siang DDSE, who also agreed to extend all possible help from his side to provide a job to the wife of late Dabi on compassionate ground.

KVIC financial adviser visits Arunachal
ITANAGAR, April 30: The Financial Adviser of the Khadi and Village Industries Commission (KVIC) D C Pattnayak visited Arunachal on April 26 and 27. During his visit Pattnayak took stock of the implementation of village industries by the KVIC at Ziro and Itanagar. He was accompanied by A. P. Chobin, i/c Director, KVIC, Arunachal Pradesh and K B Rao, Deputy Director, FA Cell, KVIC, Mumbai during his visit.
While visiting the PMEGP units, RISC and SFURTI Cluster at Ziro, he appreciated RISC Scheme successfully implemented by Achi Kuru Society besides doing yeoman service by giving shelter to destitute people. He advised Director, KVIC to give them more and more training under HRD program. He also assured to take up the matter with Central Office, Mumbai for any possible help. Apart from RISC & SFURTI, he also visited PMEGP units at Hija Village, Ziro and Hapoli town.
Moreover, he also visited Multi Disciplinary Training Centre (MDTC) & Khadi Institution, Arunachal Pradesh Seva Sangh, Doimukh and informed that the MDTC has already been proposed for upgradation to National Training Centre.
Later, he visited Broom Making, PMEGP Unit at Sangdupota under Balijan Circle and interacted with the officials and artisans. He advised Director, KVIC to provide them peripheral Training and help to open account under Aam Aadmi Jansharee Bima Yojana which cover the insurance of the artisans. He also suggested the Director to send the samples of Broom products at Head Office, Mumbai for trial in the market.
AP Chobin said that the Sangdupota Self Help Group PMEGP unit is first in the state who had requested to visit and inaugurate the units but the beneficiaries never come to meet or inform about the units after availing loan. Financial Adviser also informed the possibility of upgradation of existing PMEGP units which is under discussion. He also assured to extend any possible help to the artisans and wish to visit again in near future, according to an official release.
Poultry farming an economic boon for East Siang villages

PASIGHAT, April 30: The high income yielding occupation of poultry farming, confined mostly to big and medium cities so far, has reached to different nook and corner of East Siang district.
Some small and marginal farmers in nondescript villages in and around Pasighat town has adopted the business as a viable livelihood option and raised their standard of living.
Situated on the right bank of mighty Siang river with high humidity environs, the poor farmers have set sight on the low cost Broiler fowl farming as an alternative way of high cost horticulture. Increasing cost of agricultural inputs has created similar conditions in most villages in the region.
Poultry farming as a profitable livelihood opportunity was identified by the training instructor in 2009, after setting up of the Veterinary Training Institute (VTI) in the outskirt of Pasighat town. Studying the geographical conditions of the area and demand of fowl meat in the market, the institute imparted training to rural farmers on scientific rearing of Broiler fowl and its and management.
The institutes itself initially ran a big Poultry farm inside the office premise. But, the rural farmers after learning the techniques of poultry farming later captured the local market.
Presently, about three dozens rural farmers are running Broiler fowl farm in and around Pasighat and they have been supplying average 40 tones Broiler Meat to local markets per month.
The chick demand in the farms set up at Pasighat and adjoining areas is ranging from 2000 to 2,500 per month. The chick demand decreases to 1000 from the month of November to February, which the farmers term “off season”.
However, the local production can not meet the demand of the local markets due to which the traders import a huge quantity of broiler fowl from neighbouring Assam on weekly basis.
Explaining about climatic potentiality of poultry farming and its commercial prospect, officials of Pasighat VTI said that growth of fowl is mostly depends upon management of the farms. The VTI officials also informed that there was a ‘Hatchery unit’ in the VTI having capacity of hatching 15,000 eggs at one time. But, the unit installed during 1986 is lying defunct for want of regular power supply.
According to a poultry farmer at Pasighat, he had earned nominal profit while he reared 50 fowls in a batch. But, he subsequently increased the number of chicks to about 500, which gave him bigger profits @ Rs 25,000 or more per batch.

In her address, Indra Mallo expressed her concern over low performance of the health programme and emphasized on the need of real convergence & coordination among the officers and officials of the respective District Health Society. HMIS reporting and review must be done on time, she added. She also stressed on timely data uploading from the districts which is the responsibility of the District Data Managers. Negligence on the part of districts was found in filling up reports which helps in measuring performance and hence districts are accountable for such incompetence, she added.
P. N. Thungon, Mission Director (NRHM) urged all the District Programme Officers to give more inputs and efforts to improve the health conditions in the districts. District Programme Managers, District Accounts Managers, District Community Mobilizers, District Data Managers and Block Accounts Managers must plan and work sincerely to achieve the objective of the health mission, he added.

Forest Fire creates Havoc at Fringe area of Itanagar wildlife sanctuary

Recently massive forest fire created havoc in the fringe area of Itanagar Wildlife Sanctuary. To contain such large scale fire, the environment and forest department need to act quickly and swiftly before hand as it is obvious that forest fire engulfs periphery of capital complex every year. Slow response by concern department is the symbol of unprofessionalism and weak planning.
In this regard, department has to evolve comprehensive planning in phased manner
which should be taken up by involving PRIs and Municipal leaders /NGO etc of capital
complex. Violators should be strongly dealt and punished. Through awareness programme,
let people know that capital complex is being surrounded by Durpung Reserve Forest
and Itanagar Wildlife sanctuary respectively as most of the people are not aware
that there are Reserve forests and Sanctuary in Papum-

Dear editor,
I was physically attacked by a son of the MLA of my constituency on 11 June 2012. On that fateful day when I was returning from my quarry, the assaulters who were waiting urged me to stop my car. All of a sudden, the assaulter went on to attack me. The assaulter forcefully snatched my local Dao and threw it away. Then he overpowered me and subsequently pushed me down into a deep gorge. I received severe injury in my legs and despite repeated request for help; the assaulter again came down to the gorge and repeatedly thrashed me.
This incident has permanently paralyzed my physical fitness. Despite repeated appeal, the police officials of the locality could not initiate appropriate step against the assaulter even after two years of incident.
I have submitted all the relevant documents to previous Deputy Commissioner and SP, Aalo to take necessary action against the assaulter but till today the case remains pending and still I am waiting for justice from concerned authority. Even the parents of the assaulter did not turn up to console me after the incident. Further they also did not turn up for local Kebang hearing regarding my case.
It is unfortunate that the file containing my case is also missing from the office of Superintendent of Police Crime branch.
I thought that, the Arunachal Pradesh Police is dedicated to the service of the people
of Arunachal Pradesh regardless of their caste, creed or language. Its aim is to
prevent and detect the crime, protect life and property by enforcing of laws and
maintain fairness and transparency while handling the case. But it is opposite in
my case. Inspite of my best efforts, police administration is not working judiciously.

Discrimination in releasing of stipend

I on behalf of the post graduate students of Jawaharlal Nehru College Pasighat would like to write down our stipend woes. I want to question the delay for releasing our stipend. The post graduate students of Rajiv Gandhi University has already availed their stipend last week but still we aren't getting our share. So, it is my humble request to concern authority, please don't discriminate us as we are Arunachalees too. Who is the responsible for the delaying of our stipend? Is it state Govt.? Has the fund been used in last MLA and MP election? Therefore, I request to the concern authority, to kindly release our stipend without further delay.

Price rise due to donation
Dear Editor
Through your esteemed daily I would like to write down few lines against the floating price rise in capital complex. It has been observed that there are no control over the price tag and the price system in our state. There are variations of price of an article in different shops. Further when asked for the reasons, the simple and the straight answer shoot by the vendor is that "Saab, yaha itna donation hai", thus knowingly we have to raise our price. But who are these "Donation Wala?" When asked the same, the answer was “sabhi log”. Oh, that includes me. Now the worst thing is that because of the act of some organization, society, group etc, a common man like me are also blamed. Price rise is a different issue and not providing bill is another issue. The straight question goes to the government, can there be a system to control price rise?

A lesson for everyone
In of the incident which will be a lesson for many, union minister Manish Tewari today tendered an unconditional apology to BJP leader Nitin Gadkari following the recent filing of defamation complaint by former national president of the Bharatiya Janata Party against Mr Tiwari. Gadkari has alleged that as a Congress spokesperson, Tewari, three years ago, made libelous statements against him. Gadkari's criminal complaint took exception to quotes appearing in the media in November 2010 attributed to Tewari about the BJP leader's alleged connection to Adarsh scam.
In Arunachal Pradesh, it’s been noticed that often students unions and other civil
society groups resorts to leveling of wild allegation whenever things does not go
as per their wishes. Many government officers, politicians and even media persons
have been victim of such practices. It is unfortunate that innocent people have to
go through trauma due to leveling of wild allegation which has no substances. Leaders
especially those heading political parties, associations and unions should be careful
before leveling allegation against any person if they have no proper evidence to
